Progress Made on GAO Recommendations, but Actions Needed to Address Management
In 2018, the Government Accountability Office (GAO) released a report on the management of the Department of Defense (DOD). The report found that the DOD had made some progress in implementing the recommendations from the 2016 GAO report, but more needed to be done to address management.

Overall Findings
The GAO's 2018 report found that the DOD had made progress in implementing some of the recommendations from the 2016 report. For example, the DOD had developed a new performance management system and had begun to implement a new financial management system.
However, the GAO also found that the DOD still needed to take action to address management. Specifically, the GAO found that the DOD needed to improve its:
- Strategic planning
- Risk management
- Cybersecurity
- Acquisition management
- Human capital management
Recommendations
The GAO made a number of recommendations to the DOD to address these management issues. These recommendations included:
- Developing a more strategic plan
- Improving risk management
- Strengthening cybersecurity
- Reforming acquisition management
- Investing in human capital
